1300 Turbo Brake help - Tim1300Turbo - 08.01.2018

Greetings from Australia,

I have got my Trac 1300 Turbo on the road, but it still does not stop as well as I believe it should. Pads are good-60% life remaining, new adjusters on all wheels, system has been bled several times. I have noticed on the rear brakes, that when applied, they lock then release with the pedal still depressed?
All wheel/slave cylinders show no signs of fluid leaking and no fluid is being lost.
I appear to have 2 master cylinders, one for front axle, one for rear..could the issue be the master cylinder leaking air pressure for the rear axle?
